Speaking as someone who's been to jail, it would depend. How long they've been out is irrelevent, it's how they've been living their life since.

He has been better though, I think. He has a job and he is a nice guy. I didn't even expect it. Considering I trust the average person on the street as much or more than I trust the justice system, I don't see why not. It really matters why they served jail time in the first place.
